Worst case scenario will be reporting it in the NCR, which they never do for such issues. It'd be better if you drop a mail with an apology and the reason why you cannot join. Chances are they won't hire you in the future, but it's up to their discretion.

Nothing will happen. In the future, you can't apply to Wipro. Also if same HR people move to other cos and remember you, it will be difficult. So if you do not intend to join, be upfront and politely say no, and decline the offer.
